STG04:CHILE-HILLARY:SANTIAGO,30SEP98 - U.S. first lady Hillary Clinton addresses the audience during the last day of the VIII Conference of Wives of Heads of State and Government of the Americas, in Santiago September 30. Clinton centered her speech on making education available to all women. Mrs. Clinton is in Chile on an official one day-visit before departing to Uruguay.
