ISR05D:MIDEAST:UMM EL FAHM,ISRAEL,28SEP98 - An Israeli Border Policeman pulls back an Israeli Arab youth's head as he is held by the hair while being arrested September 28. Israeli police used rubber bullets, tear gas and charged demonstrators for the second day running in this Israeli Arab village.
