Hong Kong's Chief Executive Tung Chee-hwa declares his bid for a second five-year term in Hong Kong December 13, 2001. Tung's move is likely to be cheered in Beijing and among the pro-China heavyweights in the territory but the public has been less than enthusiastic about his performance.
