Tokyo 1982-08-18 The House of Representatives passed by a majority vote an election reform bill at the Lower House Chamber at the Diet in Tokyo at a plenary meeting, Aug. 18, 1982. The bill to revise the public offices election law was designed to introduce a closed-list proportional representation system for the national constituency in the House of Councillors elections.
