The growing concern in India over the serious condition of urban children and youth led UNICEF, in agreement with the Government, to appoint a consultant to survey urban programmes under way and to suggest ways of improving conditions. In 1969, a government working group proposed schemes to be undertaken in about six cities (later twelve) on a pilot basis. Basically, these include establishing health centers; expanding pre-school education and daycare services; improving primary education; vocational training for out-of-school youth; and parent education and community involvement.
